Oversees housing and urban-rural development, transportation, urban management, workplace safety, disaster prevention and mitigation, emergency management, resolution of wage arrears for migrant workers, fire and rescue services, property expropriation, public security, natural resource management and planning, traffic management, real estate registration, and land and mineral resource reserves.
