GETDZ publishes action plan for dynamic opening up

Guiyang Economic and Technological Development Zone (GETDZ) in Guiyang, capital of southwestern Guizhou province, published its action plan to speed up its dynamic opening up process on Sept 27, local officials said.

They said that the GETDZ will help build itself and its city into a high-end consumer goods trade and manufacturing center with international influence, as well as a regional driving force.

The action plan sets out clearly that the GETDZ will complete its targeted tasks in three stages.

Officials said that by 2020, the three-dimensional opening pattern of the GETDZ will be initiated and the development levels of the open economy will be significantly improved.

Total annual import and exports by then will have reached $120 million and the total amount of foreign capital utilized will exceed $200 million.

Officials said the amount of capital in place for industrial investment will reach 14 billion yuan ($2.01 billion).

The action plan envisages that 10 medium and high-end consumer goods manufacturing companies with good growth, advanced technologies and great market potential will have been introduced to the zone and cultivated.

The plan sees many varieties of medium and high-end consumer goods, a significant improvement in quality satisfaction and brand recognition -- and the total industrial output value with advanced manufacturing as the main driver will reach 60 billion yuan ($8.53 billion).

Officials said that by 2025, the opening-up process needs to have achieved a relatively high level. They added that the total amount of imports and exports needs to exceed $1 billion, the total amount of utilized foreign capital needs to reach $400 million, and the capital for industrial development needs to be 30 billion yuan.

Among other goals set out in the plan, is that the GETDZ needs to complete the introduction, cultivation, expansion and strengthening of 30 brands and products from middle and high-end consumer goods manufacturing companies.

Another target is to build the northern commercial corridor, an eastern block for middle and high-end consumer goods and the southern central core business district.

The plan states that the development of the GETDZ's industrial chain needs to be relatively advanced and the total annual value of industry output, with the advanced manufacturing industry as the main driver, needs to reach 200 billion yuan.

Under the plan, by 2030 the cluster effect of the GETDZ's advanced manufacturing industry -- which mainly focuses on middle and high-end consumer goods -- will see the zone emerge as a key player in the high-end manufacturing and the consumer goods trade, with international influence and a regional driving force.
